Yes. There is no tourist exemption — anyone fishing recreationally in Madeira needs a recreational fishing licence. For a visit, the 30-day shore licence (~€4) is usually simplest, and a shore angler’s first 30-day licence can be fee-free once a year. Always confirm with the Direção Regional de Pescas.
How much does a Madeira fishing licence cost?

What can I catch from the shore near Funchal?
